New report: Two years are better than one

Mitchell Institute has released its latest report on early education, Two Years are Better Than One: Developing a universal preschool program for Australian 3 year olds – evidence, policy and implementation.

What is the report about?

The report argues that providing two years of universal preschool is one of the best investments governments can make to boost children’s outcomes and contribute to Australia’s ongoing economic prosperity.

Two Years are Better than One is intended to provide a pragmatic pathway towards a national commitment to deliver an additional year of preschool for Australian children, embedded within our existing ECEC platform. The report includes:

  • Part 1: An overview of the research evidence and a snapshot of available Australian data on 3 year old participation in early education and care
  • Part 2: An analysis of why universal preschool is the sensible delivery approach for Australia, and a discussion of key design, implementation and funding considerations.
